Yes, 3 against 1 downgrades your chances for an upgrade. Because it is all 3 or nothing. I'm sure when they offered you cas upgrade, they still had some seats that they were not selling but wanted people to spend their money for the seats rather than give them free operational upgrades.
The cash offer I received plus the ticket fee we paid for that route was almost equal to the lowest J class fee in that route. It would be really strange that they do not sell those available seats and keep for operational upgrade or cash upgrade. On the other hand, what you suggested might explain why such a scenario happened in our case at least. I cannot think of any other explanation.
