I just had a thought. Given it can take time for flights to credit, it's possible to earn ggl in a year but not have it recognised until after the year ends or say the last day. I assume BA just shrugs and doesn't give you jokers in your qualifying year even if you are ready to use one immediately. Ie you just get the two jokers.
Yes, as soon as you are moved into GGL the Jokers are available (there is not a record online of them for you to see) but when the year rolls over you get 2 new ones and if the original 2 are unused you can't use them again.
As you say, if you aren't actually promoted to GGL until your new year then BA aren't going to let you have 4 Jokers to use.
