Apparently (per both the PP website and a semi-recent blogger review), the Turkish Lounge between Concourses H&J is open 24/7. This lounge is accessible with Priority Pass and Star Alliance Gold / Class of Service access. Of course, you must also at minimum have physical access to the lounge.
