Yep don't hold your breath and wouldn't bank on the in-flight wifi to do any work. I forgot to do the NZTD last month returning from SIN & I thought I could do it in-flight on the app. I gave up after the repeated request for authentication on the NZTD app & resorted to the old fashioned paper arrival form . FB / Insta messaging was very slow.
The NZTD app is hardly a good example. It's a poorly coded app that struggles with websocket connections over low bandwidth and high latency connections - ie exactly the type of environment that it needs to be capable of supporting for satellite based WiFi.
I would have tried submitting my application over 50 times coming back from the US and it failed every time. Yes the internet was terrible for a lot of the flight but it says a lot when you can still send photos of food and champers fine but can't send the small amount of data the NZDT needed to send. It took around 1/2 a second after clicking submit when I landed back at AKL and clicked on submit while connected to 4G
