I do see Z seats on AMS-NBO in ExpertFlyer when I enter it in, but my booking is the “married” tickets of MSP-AMS and AMS-NBO, so I assume only the exact married pair Z availability will work?

If Z1 as standalone it can be confirmed. However it takes agent to understand how to do it. DL does upgrades by segment. However when agent tries to confirm Z on KLM the system tries to use married segments. If there's no Z then, if refuses. Most agents have no clue what to do. Instead you get the "Z isn't available fir upgrade but only sale" lie.
