UK261 covers you on any member airline to and from the UK or Europe and any non member airline FROM the UK and Europe.
As Qatar is not a member airline ie one from the UK or EU it is only obligated to adhere to UK/EU261 regulations FROM the UK and EU. BA being a member airline has to abide by it on journeys to and from the UK/ EU
