Following CWS' post I have signed up online to North Yorkshire Libraries and got a card number and PIN straightaway and have successfully got a PressReader account funded by my council tax. Excellent, many thanks once again to CWS. I can confirm it is working OK through local wifi at the office, no need to visit a library.
(#Rantbegin: the "free" PressReader account makes up ever so slightly for having to pay now for the green/garden bin that used to be free before they consolidated all the district councils and then as well as charging for it, they have reduced the number of weeks it is collected too. #Rant over.)
