Standard bag fee for UA is $40. Standard bag fees for HA are $30 inter-island and $40 to Mainland.

Did you fly Mainland to Oahu, stay a couple of days, then fly to Maui for a couple of days, both on ticket issued by UA? If so, HA has option to charge you UA's standard $40 at check-in or let you pay only $30 (100% their discretion). Looks like they opted for the former. If you were flying HNL-OGG and connecting to connect to a UA flight, they'd charge you the $40.
