Also for hand luggage – I presume the LHR – DOH leg is the longest so BA hand luggage rules would apple for the whole flight? He could then take 2 pieces of hand luggage rather than the 1 piece Qatar allow in economy?
They won’t refuse to carry the bags. Either they will know what to do and will charge correctly for it (very much the likely scenario) or they won’t and will carry it but waive the charge.
For hand luggage, this is always defined by the operating carrier for each sector. This is for logical reasons - many itineraries include connections on tiny aircraft where longhaul widebody allowances simply won’t fit in the lockers. If QR won’t allow the second piece for the connection, they will check it. (Chances are it’ll be allowed onboard though.)
