Does CEDR considers fairness or just what BA could be legally forced to do?

Background:
BA incorrectly refused to allow me use a GUF to book a flight that had I class availability, despite my asking 3 different agents and pushing for supervisor involvement on two of those occasions (they all falsely claimed the right kind of I class was needed -- i.e. avios amex 2-4-1 I class). I was advised to raise a complaint if I was unhappy.

By the time BA acknowledged that I was correct and the multiple agents/supervisors should have made the booking I called for, I class was no longer available. I've politely but persistently asked for more than a sorry. The flight is in Dec and has J9 D8 so BA could fix things if they were inclined. The whole process has been pretty poor (the initial response to my complaint was to repeat the incorrect rules at me), but rather than offer anything at all beyond "sorry we misinformed you", when I asked the GGL agent handling my case if they had authority to make good/compensate me in some way (they kept saying since I class was not available they couldn't help) I got a reply from customer relations saying I had been treated fairly and appropriately but could raise the case with cedr.com if I was unhappy.

Question:
Does CEDR considers fairness or just what BA could be legally forced to do?

My worry is that a CEDR complaint is pointless as I suspect BA has very significant legal latitude to do what it wants with avios and GUFs etc. I..e. earning a GUF is probably no meaningful legal promise to be able to use one even when you try to do so within the rules. I.e. I suspect it's best treated as a matter of good will from BA who can at any point just decide not to honour what they said should be possible.

I'm not sure I'd have been happy with a 10k avios sorry offer but to literally offer nothing for multiple supervisors getting their job wrong in a way that's significantly impacted me and could be fixed by BA... is not exactly loyalty inducing. Nor is the idea that BA is not accountable for giving what it promises when it comes to a GUF/avios.
