At least to my experience AY refunds the baggage fee rather easily if the airport agent made a mistake in charging you.
It was regular economy. The status is MVP with Alaska which I believe maps to OW Ruby. It looks like Ruby doesn't add any additional free baggage, so now I'm confused why my ticket/app showed 2 or 3 free check-in items.
