Correct, there's broadly two ways to use press reader - 1. not using a login but on a known WiFi hotspot that sponsors your access, like in the BA lounge or 2. Using your library login with the press reader app and then you can use any internet connection (it usually asks you to login every 30 days, the relogin is a bit hidden but it does work)
