Once the best frame is set to the default image, the jpgs created during the download process will be the best frame (I think)
Even plan B doesn't work, changing the key photo on the phone does not change the jpg downloaded from the iPhone to the PC. The whole reason I took the pictures as HEIC and not JPGs was to have the ability to choose the frame from the file that had the best expression, lighting, etc.
