I suppose it was still part of Canadian Pacific Hotels even after being branded a Fairmont. After CP purchased the Fairmont chain, they rebranded the CP hotels to take the Fairmont name, for better marketing to foreign markets.
Even before that rebranding, the hotels were generally not called by their CP brand. You would see the CP heritage logos in a few places around the properties, but the old CP hotels (as well as the CN hotels) were mostly all known by their own local landmark name. Whatever the city, these hotels were generally known as "The Empress" or "Le Chateau Frontenac" or "Banff Springs" or "Chateau Lake Louise" or "The Royal York". People knew they were CP hotels, and later Fairmont hotels, but they had their own brand. Even to this day, people will say I'm staying at "The Royal York" or "The Empress", rather than saying I'm going to "The Fairmont". I remember the uproar locally here in Toronto, when they added a Fairmont logo to the Royal York sign above the hotel--even though the CP/Fairmont chain was still headquartered right there in town, many didn't like to see the property changed. I guess the folks in Victoria were even more vocal about it, because they managed to get away without the logo changing. The newer Fairmont hotels are more frequently referred to by the brand name.
