Do people in general recommend booking first via Hilton channels and then call / send in form, or call and have the CS rep help with booking?

EDIT:

Actually called them. Were barely any conditions from either Expedia or Hilton, so took the customer rep only 5 minutes to approve my claim.
Hilton Rate: €178 / night
Expedia Rate: €134 / night
Claim rate: €101 / night

Happy with the savings, especially since surrounding hotels at even worse standards were going for €120-140 that I usually book.
