Which would make me wonder if there's some liability issue, except, they're allowed to carry food up the stairs... and I visited the VS Clubhouse on the same trip and they had no problem serving drinks to order upstairs as well ¯\_(ツ)_/¯
You are correct! Downstairs tables can order drinks and food, but upstairs tables can only order food.
When I visited, in the main seating area there was a mysterious but strong smell of cigarette smoke. It persisted for the duration of my visit (about half an hour). I didn't smell it near the buffet or upstairs.
