I wouldn’t be worried about a DOT complaint right now. As much as I’d love to be stuck in Hawaii, the most important and urgent thing to do is get OP on a flight back to Canada. My gut feeling is there’s been some sort of ticketing screw up on BA’s end. Not a scam or conspiracy mind you. Hopefully OP has gotten through to an helpful agent somewhere and is in the process of straightening this out.
