Was here in July, and IIRC there are escalators from the
Hibiya section (exit 1c on the maps) that go directly up to the Roppongi Hills area. It is kinda annoying that the Hibiya section sits right in the middle with no way to pass it so that's not that helpful from Oedo.
Also looks like exit 7 on Oedo has an escalator as well from the map though its the furthest exit from the direction you actually want to be going

There are indeed escalotors up towards Tokyo Midtown, but yes that is not exactly a convenient exit. There are elevators somewhere, not sure where they are though.
