I expect that £3 will be the new de facto minimum fare in areas where no such subsidy exists.
I know in a lot of areas the flat fare became £2, so I suspect you're right. It meant those who made very short journeys may have paid more. I hope that most people who needed to make short journeys qualified for a pass due to being elderly or disabled.
