There has been no announcement about fares raising to £3, just the cap, allowing higher prices if councils/bus companies want to increase fares in the future
On paper they could be less but generally this only happens where there is a specific subsidy scheme in place, as is the case in London and Manchester for example.
I expect that £3 will be the new
de facto minimum fare in areas where no such subsidy exists.
