it's pretty obvious that even if this is actually the policy that delta intends to be in place (which honestly I am not sure of anymore) that most FAs are only vaguely aware it even exists, much less follow it.
FEBO is definitely still the policy for flights in the 50 states. I personally follow it when manifesting meals, but I will admit I have messed up a time or two and started at the front on an odd number flight.
