Yes and no! Probably a greater proportion of the population smoke than say the UK, but they do have laws to protect non-smokers that are not too dissimilar - i.e. no smoking indoors and there are usually designated areas outside. The thing is, eating outside (where smoking is permitted) is very popular, and this is where passive smoking can be a problem!
