I'm afraid this is the standard mess up with the BA online checkin.
There are some legitimate reasons why it might fail to give you a boarding pass, such as being selected for extra screening, but 9+ times out of 10 it's just an IT foul up.
It seems to happen on both the app and the web version, but more frequently on the phone app.
If you keep trying, at some random point it may allow you to get your BP. Also, I suggest you try the web version of checkin if you have been failing on the app.
But don't worry about it, if all else fails you will have to check in at the airport with the masses, which is annoying but not the end of the world.
