I had the same message on a flight departing last Sunday, Saturday 24hr before the checkin failed with this error but in Sunday morning 8 hours before the flight it went through and I got my boarding passes.

Flying on a Dutch Passport AMS- LHR-SIN without a return, I have a Singapore residency which is always checked at the counter.
