Can you purchase off the Aerolinas Argentina domestic website (in ARS) without being a resident? I heard some fares are applicable only to residents.

How easy/hard it is to get a refund on a domestic flex fare (under the refund column, it displays a check mark, for a plus fare it says "with 25% retention". I'm hoping it means the flex fare is a fully refundable fare.
