Not on any Star member as far as I know. I always had to pay on AC, TG, TK and SQ too. But at check in if available they most probably give. I got an exit row on SQ all to myself after boarding and take off after I showed my boarding card to the crew while they did not let anyone else move into the 3 seats on the economy exit row.
