Quite right, foreigners are working people, and therefore covered under manifesto commitments. However, those who fly WT+ obviously do fall outwith the definition of a working person.

The reality is that (as with the above!) the government suppose that people flying WT+, J or F just soak it up.
Either that or the airlines just vary the price of the ticket to keep it competitive.
I can certainly imagine with the final end of the ex-UK double TPs, I'll be back to more than the occasional DUB start for international LH travel.
