No penalty, only the risk of possible disruptions. You might get rerouted JFK-LHR-DUB or JFK-AMS-DUB in case of delays of the original JFK-CDG flight, especially if it's AF-operated. Just make sure to have enough transfer time in CDG for your new flight, so in case of a delayed JFK-CDG you can stick to flying that segment.
