Unfortunately I think raising APD for premium passengers is an easy target.

A lot of the time it will be paid by businesses. Individuals who pay to fly premium classes can be branded as “rich” (even though they may not be) and the government can justify it as being a green tax (whether it makes a difference to carbon emissions or not).

Even better - for the government - the extent of the tax is hidden in the ticket price (most people look at the final price not the breakdown).

I think the problem with ever increasing APD will be a downward pressure on wages in the sector so not exactly helping “working people”.
