I would focus on the PNR with the downgrade in it, and indeed note it. If all else fails you will have to go through the process twice, but if CEDR goes your way on the downgrade PNR then they can't rely on the exclusion to the original PNR. In your note make it clear you will progress the other PNR separately, but regardless.

Really hammer home that YQ is not a necessary tax under Mennens. Give Mennens a good read and make sure BA doesn't get away with it, and ideally keep this thread updated on any juicy quotes you get on that one.
