ANA domestic baggage allowance in economy class is 20 kg per passenger, regardless of number of luggage. I am sorry but you will not have 40 kg allowance (2x20g) but your allowance is 20 kg total.
You have total of 46 kg of checked luggage (2x23 kg) means you will have 26 kg of excess checked baggage. This will be 21-30 kg of excess baggage, and the fee is JPY 4500.
Your situation is that you are connecting to the international flight at HND in same day, although your situation is a separate ticket and in difference alliance. Question is if ANA at HKD will consider your situation as same day international connection, where domestic portion will have same baggage allowance as international segment. It does not hurt to show your HND-DFW AA ticket at HKD but be prepared to pay 4500 yen, need to pick up your luggage at HND, carry your luggage between T2 and T3 of HND, and then check your luggage at HND T3 with AA.
