Well it seems my fears were confirmed... this is very unfortunate news and confirms to me that UA hates this card! (i don't think I am reading this wrong per the email I just got)

PQP earn: PQP earn frequency will increase to 1 PQP earned per $20 spent on all eligible cards* except the United Club℠ Infinite Card and the United Club℠ Business Card which will increase to 1 PQP earned per $15 spent.

*All eligible cards designation includes: United℠ Presidential Plus℠ Card, United℠ Presidential Plus℠ Business Card, United Quest℠ Card, United℠ Explorer Card, United℠ Business Card, United MileagePlus® Awards Card, and United MileagePlus® Select Card.
