Yes, the "one country" restriction on open jaws is only on EU origin fares (and only applies to the open jaw on the EU end). Fares filings between US and EU are asymmetric and differ based on point of origin. When you book a roundtrip or multi-city ex-US, you will get US origin fares in both directions of travel (and likewise when booking ex-EU, you will get EU origin fares in both directions).
