You will need to make individual non-refundable flight purchases and cancel a bit over 24 hours to get a FFC. Note the FFC will now be locked to an individual.
You can use multiple FFCs to purchase a flight for the same named individual

They will be separate FFCs but a purchase for the named individual can use multiple FFCs.
If you want in the first, use the TB and ETC funds to for two different individuals and then use those FFCs to purchase a trip for both individuals.
Note FFCs can not be combined with ETC or TB to make a ticket purchase.
