I've redeemed hundreds of rewards nights all over with these programs and I have never had to pay a fee like this.
As a TRAVEL PLANNER in a large corporation, I have reached out to IHG corporate on this issue directly. They have never heard of such a thing and have opened a case# 10554377343 to investigate further. I asked them if they could kindly identify other IHG properties doing the same so I can black-list them off our reservations systems.
Will I hear back?
