Not quite sure it would be, at least in this instance: I believe these are immigration officers verifying that visitors don't overstay their allotted time. But I take the point: certainly in other countries, departure passport checks function as emigration control!

Based on my brief glance, I wouldn't plan any extra time at the airport to spend in this lounge.
