1. Yes.
2. Maybe. (It depends on how much time you spend in Immigration and Customs, and how long it takes you to clear TSA security at MIA to get back airside for your second flight.)

Note that (assuming both of your flights are on a single PNR) your checked baggage can be tagged "through" to JFK when you check in at GIG. That means that after you claim your checked baggage at MIA and submit to Customs inspection, you should then be able to just drop your already-tagged baggage at a "re-check" counter located just past Customs.
