Yes. As long as you book an eligible fare that is below the threshold for triggering the credit, you should be able to transfer it to your family.

From Southwest's website:
Transferable Flight Credits give you more flexibility. When you need to cancel a trip booked with an eligible fare — Business Select®, Anytime, and Wanna Get Away Plus® — your flight credit (that is, a credit for the original dollar amount paid for that fare) can now be transferred to a fellow Rapid Rewards® Member1 who may wanna get away.
