Yes. Several threads in the technology forum discuss IMS using a dual sim iPhone. The phone has to be carrier unlocked. The WiFi calling feature includes text messaging. At one time I carried an extra phone with a local sim and hotspot enabled to use my iPhone in WiFi mode.

A few Android phones have similar capabilities.
