There is no instability in the region (especially if the destination is Istanbul) and lone terrorist attacks like the one in Ankara have been relatively common in Turkey for decades. Nothing has changed regarding the safety since the time your friend booked their ticket, hence there's no reason for BA to offer a waiver. My recommendation would be to go ahead with the trip, Istanbul is really nice and pleasant to visit.
