You seem to be mistaken about the NUA program. It is not done by the hotel, it is an automated process--and nothing happens whatsoever with that process until 3 days prior to arrival. It does not matter whether you put in the request 4 days or 4 months prior to arrival. (Sure, there may be cases where a property proactively upgrades in advance, but that's separate from the NUAs. There have also been stray reports of properties attempting to override or undo an NUA, but that's not supposed to happen.)
I recommend waiting until 4 days prior to the reservation to apply the NUA anyhow, so that you can see what inventory is available and decide whether it makes sense to apply them at your chosen property or a substitute property instead.
