The inventory released for those promotional upgrades is determined by the Yield Management based on what seats they believe can (or can no longer) be sold for the flight so close to departure. The seats released are the ones the YM has lost hope of selling. However, there might be some seats that they believe they can still sell.

For those seats, and if they are still not sold yet by H-8, Platinum members have the ability to snatch them by calling the PSL at H-8 and the PSL agent will be able to offer them through a promotional upgrade. The pricing will be revealed only at H-8 and you need to call in person.

I just benefited from this on my flight today where there were no Business seats offered through a promotional upgrade during OLCI at H-30, but there was still ONE Business seat available for sale (highest fare "J"). The PSL agent was able to offer it to me for ~EUR850. I gladly accepted and am now confirmed.

It is not officially listed as a Platinum benefit but just thought I would share it.
Wouldn‘t the real benefit consist of making the „can be used for upgrade“ seats available to Platinum/ULTI before they are made available to everybody else? Say, H-48 hours? Since they are released at H-56, there should be clarity about which/how many seats can be allocated to upgrades.
