On my call, the first agent repeatedly confirmed whether the rate I found on Billabook was non-refundable. She implied my price-match request wouldn't be successful if the rate I found wasn't non-refundable.
On other (failed) attempts, the price-match agent was willing to price-match websites beyond the six listed on my recent call. Thinking back, I probably should have hung up and called again, but the wait with these calls is always so painful. My failed attempt took about 40 minutes, and my patience was already running thin.
It has been my impression so far - that's why I won't waste time on it.
