Data point report on through-checking luggage on separate Delta tickets:

I tested flights from BOG (Colombia) to JFK, and from SDQ (Dominican Republic) to JFK, both with a separate reservation to continue from JFK on another Delta flight.

Check-in at BOG and SDQ was handled by Delta agents wearing Delta uniform. They helped me with checking my bag through.

2 agents in BOG at first insisted that it is not possible. After I insisted they consulted with their supervisor, and found out how to make it happen in the user interface,
