Both the ferry and the bus to Macau are for people arriving at HKG who do not want to be processed to enter HK and then exit to Macau. While on the bus or ferry one has not entered HK proper and is segregated from people who has not "exited" HK
If your son is capable of taking a plane to HKG, he should be able to take either of these transportation options to Macau.
