yes you need to be a Japan resident for ANA SFC

if you live outside of Japan and have JGC you can renew by paying 2000 miles https://www.jal.co.jp/jp/en/jmb/lsp/...qualification/
Membership Renewal
2,000 miles* will be deducted from your account at membership renewal.

Membership will be renewed upon the deduction of 2,000 miles, regardless of your flight activity from January to December.
Members with a JALCARD CLUB-A Card, CLUB-A Gold Card, JAL Diners Card, or JAL Platinum Card are required to pay 2,000 miles at renewal in addition to the JALCARD annual fee. Members with any of these cards will be asked to enroll in JAL Global Club via the same process as those living in Japan.
I haven't been following this too closely (I have neither JGC nor ANA SFC). My understanding is that it's a lot harder to get 1500 LSP now than it was to get JGC before the changes.
