Okay, so I feel like there’s one crucial piece of information you’d need to get prior to getting advice.
Contact sister in law and ask her to check her WOH account. Under the Awards section it should list all of their awards, if any. If the GOH certificate is still there it means it was applied incorrectly. Usually it means the agent applying it got lazy and did the Legacy method, which basically gives her all the benefits, but does not actually redeem the GOH certificate. Since it’s not redeemed you get no EQN. She can however use the certificate on another stay, which if applied properly, you will get the EQN and she will get GOH benefits.
I had this happen back in May, they got full benefits, but I got no EQN. They ended up still having the certificate, luckily they had (1) more trip planned with Hyatt this year so I could get my EQN.
