So I blame bad UI design!
There was a red continue button at the bottom of the web page. Instead I clicked on the express checkout, which was in the middle of the page.(Lot more prominently placed. I did wonder about express checkout, but did not see "normal" checkout near that button)
Once I click on the red continue button, I was able to add passenger name.
The customer support said that they will refund the 6K Fee (will take upto a week)
