No my text is not inline what one sees through out because it does not address the specific case of 14 year old being accompanied by someone who is 16 or 17. There is no details for that specific case within the UM page. Therein lies the problem. The unaccompanied part. It only becomes clear from the CoC (not the UM page)

Thus the general rule from the CoC needs to be part of the UM page so to be clear that someone the age of 15 old must still be enrolled even if they are traveling with another passenger member who is not 18. As such, it is not clear because even you had to reference the CoC.
