Are the J armrests that drop down (7m8, 223, etc) permitted to be down for takeoff and landing?

I’ve had an SD insist they be raised maybe 20% of the time.

Does anyone have an official answer? I can’t believe they’re actually worried I would fall into the aisle and block exiting pax.
